Made to be Crude
So it's deliberately made to look like it's hand-forged by your local village Blacksmith. It could be functional but you have to put some effort giving the blade a possible edge with a heavy duty metal file. Now with a 7/8 in. width shaft-socket & a 4 in. length blade head it's probably more suitable as a medieval javelin or as a form of Pike. Good for your historical re-enactment purposes.
